What Is Trades Recognition Australia?

Trades Recognition Australia, commonly known as TRA, is the Australian Government’s assessing authority for skilled trade and technical occupations under the migration program. It operates under the Department of Employment and Workplace Relations and assesses whether your overseas trade qualifications and work experience meet Australian standards for your nominated occupation.

Unlike professional assessing bodies, TRA covers hands-on trade occupations — from construction and engineering trades to food, automotive, and electrotechnology. The assessment program you apply for depends on your visa type, country of passport, qualification background, and whether you are onshore or offshore.

Who Needs a TRA Skills Assessment?

Skilled professionals whose occupation is listed on the Skilled Occupation List with TRA as the assessing authority must obtain a positive outcome before lodging a visa application. This includes applicants for:

Note: Always confirm with the Department of Home Affairs that your visa pathway requires a skills assessment and that TRA is the correct assessing authority for your nominated occupation before submitting any application or payment.

TRA Skills Assessment Programs

Migration Skills Assessment (MSA)

  • Main TRA pathway for permanent skilled migration
  • Available for occupations on the MLTSSL or STSOL with TRA as the assessing authority
  • Based on qualification and employment document assessment
  • Applications are processed online through TRA
  • Processing time is generally up to 120 days
  • Construction trade occupations are currently prioritised until June 2026

Offshore Skills Assessment Program (OSAP)

  • Conducted by TRA through approved Registered Training Organisations (RTOs)
  • Required for applicants from selected countries and occupations
  • Mandatory for licensed trades such as Electrician, Plumber, and Airconditioning & Refrigeration Mechanic
  • Includes document assessment, technical interview, and sometimes a practical assessment
  • Processing time is generally around 15 weeks after document submission to the RTO

Job Ready Program (JRP)

  • Designed for international graduates with an Australian trade qualification from a CRICOS-registered RTO
  • Required for applicants seeking permanent skilled migration
  • Requires at least 1,725 hours of paid employment over a minimum of 12 months
  • Consists of a four-stage employment-based assessment process
  • Completion time is generally 6 months or longer

Skills in Demand (SID) Skills Assessment Program

  • Designed for applicants applying under the Skills in Demand visa pathway
  • Used to assess trade qualifications and relevant work experience
  • Available for selected TRA occupations and visa streams
  • Assessment is based on documentary evidence and eligibility requirements
  • Processing times vary depending on occupation and application completeness

Migration Points Advice (MPA)

  • For applicants who already have a positive TRA skills assessment outcome
  • Required for points-tested skilled migration visas
  • Assesses qualifications and employment history for migration points purposes
  • Conducted as a paper-based assessment by TRA

MSA Eligibility Key Requirements

The Migration Skills Assessment is the primary pathway for most tradespersons seeking permanent migration. To be eligible:

Qualification requirement:

Your overseas trade qualification must be directly relevant to your nominated occupation. TRA compares qualifications issued overseas to the relevant Australian qualification for the nominated occupation. An occupational license cannot substitute a formal qualification; your application will be unsuccessful if you do not have a relevant formal qualification.

Employment requirement:

  • Minimum 5 years of full-time paid employment (or part-time equivalent) in your nominated occupation with no relevant qualification, or
  • Minimum 3 years of full-time paid employment in your nominated occupation, with a qualification directly related to that occupation
 

Note: For employment completed outside Australia, TRA requires three payslips for each year of employment you are claiming. Each payslip must cite the names of the employer and employee. For Australian employment, a PAYG Payment Summary, Notice of Assessment, and superannuation document are required for each year claimed.

Document Checklist

Submitting a complete, decision-ready application is the single most important factor in controlling your processing timeline. TRA cannot fast-track incomplete applications.

  • Valid passport, certified copy of biographical/identity pages
  • Trade qualification certificate copy
  • An academic transcript for your qualification is required even if your qualification seems straightforward
  • Employment pay evidence: 3 payslips per year of claimed overseas employment (employer and employee names must be visible)
  • Employment reference letters confirming your role, duties, and dates at the required skill level
  • Certified English translations for all non-English documents
  • Completed application form with signed declaration
 

For OSAP applicants, additionally:

  • Confirmation of chosen TRA-approved RTO and payment code
  • Availability and ability to travel to an approved assessment venue (if a practical assessment is required)

All documents with multiple pages must be combined into a single PDF per upload field. TRA’s portal accepts only one document per upload field.

Fees are published in the relevant program’s Applicant Guidelines on the TRA website and are subject to change. TRA provides reasonable notice of any fee increases via their website. The MSA and MPA programs are currently experiencing a significant increase in application rates. Real-world processing times for MSA are frequently 6 to 9 months. A complete, correctly prepared application is the only way to avoid adding delays on top of the standard timeframe. There is no priority or fast-track processing available for trade occupations.

Refunds: Fees are refunded only in the circumstances outlined in the TRA Fees, Payment, and Refund Policy. Keep your email receipt after payment, as it is required as proof of payment.

No. TRA does not accept work experience as a substitute for a formal qualification. If you do not hold a relevant trade qualification, you may consider undertaking a Recognition of Prior Learning (RPL) process with a TRA-approved RTO, which can result in an Australian qualification that then supports your application.

MSA is an online, document-based TRA assessment used for most trade occupations. OSAP is required for certain countries and licensed trades such as Electricians, Plumbers, and Airconditioning & Refrigeration Mechanics, and may include a technical interview and practical assessment through a TRA-approved RTO.

If you are applying for a construction trade occupation between July 2024 and June 2026, you may be eligible for priority processing. Some applicants who previously needed OSAP may now qualify for the faster MSA pathway, depending on their occupation and passport country.

TRA has updated its Assessment Review Policy, effective September 2025. If your outcome is not positive, you may apply for a review under the updated policy. The grounds and process for review should be checked against the current policy on the TRA website before lodging.

Yes. The MSA pathway can be completed from both inside and outside Australia, as it is fully document-based. However, OSAP applicants may need to travel to Australia or an approved location for a technical interview or a practical assessment, depending on their occupation and requirements.

You are required to provide three payslips per year of overseas employment. Each payslip must clearly show both the employer’s and employee’s names. If payslips are unavailable, other forms of acceptable payment evidence may be submitted as outlined in Section 2 of the MSA Applicant Guidelines.
