What Is the Eligibility Test for Engineers Australia?

The eligibility test for Engineers Australia is not an actual test that needs to be conducted by the applicant; it simply means to determine if you are eligible to apply for an EA Migration Skills Assessment and what pathway would best suit your occupation and qualifications. 

Engineers Australia (EA) is the Australian government-authorized assessing body for all engineering occupations under the skilled migration program. Before you submit an application, EA requires you to confirm three things:

  • Your engineering qualification matches your nominated ANZSCO occupation
  • Your degree level and accreditation status determine the correct assessment pathway
  • You meet English language requirements or qualify for an exemption

Getting this right before you apply saves time, fees, and the risk of an incorrect pathway submission that EA will not process.

The Four Engineering Occupational Categories

Before checking pathway eligibility, you must identify which of Engineers Australia’s four occupational categories applies to your qualification and career level. This determines your category on your EA outcome letter and affects which visa pathways are available to you.

Professional Engineer Requires a four-year accredited bachelor’s degree in engineering or equivalent demonstrated competencies. This is the most common category for engineers applying through the CDR pathway or Washington Accord pathway.

Engineering Technologist Requires a three-year bachelor’s degree in engineering technology or equivalent. Typically assessed under the Sydney Accord or CDR pathway for non-accredited three-year qualifications.

Engineering Associate Requires a two-year associate degree or advanced diploma in engineering. Assessed under the Dublin Accord or CDR pathway for non-accredited two-year qualifications.

Engineering Manager Applies to engineers leading departments, setting organizational engineering policy, or managing significant engineering operations. Requires relevant engineering qualifications and substantial management experience at a senior level.

Confirming your correct category before applying prevents one of the most common eligibility errors: applying as a Professional Engineer when your qualification only meets the Engineering Technologist standard.

Engineers Australia Assessment Pathways

Your EA skills assessment eligibility depends on which of the three assessment pathways your qualification qualifies for. Each pathway has distinct requirements.

Washington, Sydney, and Dublin Accord Pathways

If your engineering degree is from a country that is a signatory to one of the international engineering accords, you may be eligible for a streamlined assessment without submitting a full CDR.

  1. Washington Accord covers four-year Professional Engineer qualifications. Signatory countries include the USA, UK, Canada, Australia, New Zealand, Ireland, Japan, South Korea, India (from 2014), and others.
  2. Sydney Accord covers three-year Engineering Technologist qualifications. Signatory countries include Australia, Canada, UK, Ireland, New Zealand, South Africa, and others.
  3. Dublin Accord covers two-year Engineering Associate qualifications. Signatory countries include Australia, Canada, UK, Ireland, New Zealand, and others.

Important eligibility conditions for all three Accord pathways:

  • Your qualification must be publicly listed as accredited by the relevant signatory country
  • The title of your qualification must exactly match the published accredited qualification title
  • Your qualification must have been completed during or after the year your country received full signatory status, not provisional membership
  • Provisional accreditation does not qualify for Accord assessment

Australian Qualification Pathway

This pathway is available to engineers who have completed an engineering degree that is directly accredited by Engineers Australia at an Australian institution.

From 1 September 2024, Engineers Australia updated the Australian Qualification Pathway to require that only qualifications fully accredited by Engineers Australia are eligible. Provisionally-accredited qualifications no longer qualify under this pathway and must be assessed via the CDR pathway instead.

Eligibility conditions:

  • Your program must appear on Engineers Australia’s official accredited programs list
  • Your enrolment must fall within the period the program held full accreditation
  • Advanced Diplomas and Associate Degrees from Registered Training Organisations must now be assessed via the CDR pathway following the September 2024 update

CDR Pathway (Competency Demonstration Report)

The CDR pathway is required for engineers whose qualifications are not accredited under any Accord or Australian qualification pathway. This includes most engineers from South Asia, the Middle East, Southeast Asia, Africa, and other regions where programs are not listed on international signatory lists.

You must submit a CDR if:

  • Your engineering degree is from a non-signatory country or institution
  • Your qualification is provisionally accredited rather than fully accredited
  • You are seeking assessment in an ANZSCO occupation that differs from your degree title
  • You hold a combination of qualifications that together demonstrate underpinning engineering knowledge

A complete CDR includes three career episodes (1,000 to 2,500 words each), a summary statement with full competency cross-referencing, and a CPD list. All must be mapped against EA’s Stage 1 Competency Standards for your nominated ANZSCO occupation.

EA has now started paying high emphasis on the quality of evidence and individual contributions from career episodes since 2025, and all submissions are expected to comply with the revised EA Competency Standards. Many applications are being rejected under the current framework because they consist of outdated formatting and vague narrations. 

What Happens If You Are Not Eligible for EA?

Not every engineering occupation is assessed by Engineers Australia. There are some ANZSCO-coded engineering jobs, such as Civil Engineering Draftspersons, some of the engineering technicians are assessed by either VETASSESS or TRA.

If your occupation is assessed by another authority, or if your qualification does not satisfy any criteria under any of the EA pathways, we will

  1. Identify the correct assessing authority for your occupation.
  2. Inform you about alternative pathways such as the VETASSESS professional occupation assessment, or TRA trade assessment.
  3. Compile the required documents for the right authority and pathway.

We will never recommend engineers to lodge under a wrong assessing body and will always advise engineers accordingly so that they do not end up wasting the fees and time that can eventually delay the whole migration process.

The Accord pathway is available to engineers whose degrees are accredited under the Washington, Sydney, or Dublin Accord. The CDR pathway is required when your degree is not accredited under any recognized accord and involves preparing career episodes, a summary statement, and a CPD record.

No. Provisional accreditation does not meet the eligibility criteria. Since September 2024, provisionally accredited qualifications from Australian RTOs must be assessed through the CDR pathway. Always verify your accreditation status against the relevant signatory country’s published list before selecting a pathway.

Engineers Australia accepts IELTS Academic & General training, TOEFL iBT, PTE Academic, and Cambridge C1 Advanced or C2 Proficiency test results with at least a 6 in each band in IELTS. Test results must be no more than two years old at the time you submit your application.

EA will not process applications submitted under an incorrect pathway. If the wrong pathway is selected at the time of lodgement, your application will be returned or marked unsuccessful without a substantive assessment.
