ANMAC Skills Assessment for nurses and midwives migrating to Australia

What Is ANMAC Skills Assessment?

The ANMAC Skills Assessment is a process conducted by the Australian Nursing and Midwifery Accreditation Council (ANMAC). It assesses the competencies, education, and work history of foreign nurses, midwives, and direct care providers seeking skilled immigration to Australia. It is an officially approved assessment authority under the Department of Home Affairs for relevant healthcare occupations in the General Skilled Migration program.

Since the evaluation is entirely document-based, candidates are only assessed based on the documentation they have provided. Your documents, credentials, and work experience will impact the result; neither tests nor interviews are necessary.

Who Needs an ANMAC Skills Assessment?

The following Australian visa subclasses require nurses, midwives, and direct care workers to have a positive ANMAC Skills Assessment outcome:

  • Skilled Independent Visa (Subclass 189)
  • Skilled Nominated Visa (Subclass 190)
  • Skilled Work Regional Visa (Subclass 491)
  • Employer Nomination Scheme (Subclass 186)
  • Regional Sponsored Migration Scheme (Subclass 494)
  • Aged Care Industry Labour Agreement (ACILA) Direct Care pathway only
  • Designated Area Migration Agreement (DAMA) Direct Care pathway only
 

The following ANZSCO occupations are covered by the assessing authority: Nursing Support Worker (423312), Personal Care Assistant (423313), Enrolled Nurse (only registered in Australia), Midwife, Nurse Educator, Nurse Researcher, Nursing Clinical Director, and Registered Nurse (all specializations).

Note: ANMAC assesses qualifications for migration purposes only. Nursing registration in Australia is a completely separate process managed by the Nursing and Midwifery Board of Australia (NMBA) through Ahpra. You must complete both independently. A positive assessment does not grant you the right to practice as a nurse in Australia.

ANMAC Assessment Pathways

Choosing the correct pathway before applying is critical. Selecting the wrong pathway can lead to application rejection, loss of fees, and unnecessary delays.

Modified Skills Assessment

  • For nurses and midwives registered with the Nursing and Midwifery Board of Australia (NMBA/Ahpra) or the Nursing or Midwifery Council of New Zealand
  • Most straightforward pathway
  • ANMAC verifies registration directly with Ahpra

  • No English language test required

Full Skills Assessment

  • For internationally qualified nurses and midwives without Australian or New Zealand registration
  • English language test is mandatory
  • Expanded eligibility (from 1 July 2025) includes applicants registered in Canada, Hong Kong, Ireland, Singapore, Spain, the United Kingdom, or the United States
  • Used for skilled migration to Australia
  • Fee: AUD $595
  • Processing time: 6–8 weeks to commence

Key Eligibility Requirements

Qualification

  • Your nursing or midwifery degree must be equivalent to an Australian Bachelor of Nursing or Bachelor of Midwifery
  • The degree title does not need to match exactly
  • The program must lead to registration as a nurse or midwife in your country
  • Assessment is based on course content and learning outcomes, not just the qualification name

Work Experience

  • Minimum 3 months and at least 260 hours of paid work experience required
  • Experience must be within the last 5 years
  • Work must match your nominated ANZSCO code
  • Experience older than 5 years is assessed only under ANZSCO 254499 (Registered Nurse — Not Elsewhere Classified)
  • Professional references must support your nominated occupation
  • Incorrect or unsupported claims may delay assessment

Document Checklist for ANMAC Skills Assessment

All documents must meet ANMAC’s quality standards before uploading. Re-uploading non-compliant documents delays your application. All scans must be high-quality color copies at a minimum of 600 DPI in PDF format (documents) or JPEG/PNG (passport photo). The documents that all applicants must provide are: 

  • Passport-style photo (taken within the last 6 months, JPEG/JPG/PNG format).
  • Passport (certified copy of biographical/biometric pages).
  • Change of name documents (marriage certificate, deed poll, etc., if applicable).
  • Graduation certificate(s) for all relevant nursing/midwifery qualifications.
  • Official academic transcripts showing all subjects and clinical practice hours.
  • Professional reference(s) confirming at least 3 months of paid work experience within the last 5 years in the nominated ANZSCO code.
  • Agent declaration and third-party consent form (if using a representative).

Additionally:

Modified and Modified PLUS applicants:

  • NOIP letter from Ahpra (Modified PLUS only).
  • Overseas registration verification (certificate of good standing sent directly from the regulatory authority to ANMAC).

Full Skills Assessment applicants:

  • English language test results (IELTS, OET, PTE Academic, or TOEFL iBT).
  • Evidence of at least 1,800 hours of paid nursing practice since 1 January 2017 (if applicable based on qualification type).

Outcome Letter Update

  • All fees are non-refundable and must be paid at the time of online application submission.
  • ANMAC skills assessment Outcome Letters are valid for 2 years from the date of issue and cannot be extended. If it is expired, you must reapply.
  • An Outcome Letter update (e.g., adding work experience or changing the ANZSCO code) costs AUD $145 and requires a new professional reference; the original Outcome Letter becomes invalid after the update.
  • Applications remain open for 12 months from the date of submission; if documents are not uploaded within this period, the application expires, and the fee is not refunded.

ANMAC Skills Assessment Rejection

One missing document, the wrong assessment type, or a vague professional reference can delay your entire migration plan by months. These are the most common avoidable mistakes:

Wrong assessment pathway selected 

Applying under the Full Skills Assessment when you are already Ahpra-registered (Modified is correct), or applying under Modified when you only hold a NOIP letter (Modified PLUS is correct). Getting this wrong costs the full fee, as each pathway has distinct eligibility criteria.

Wrong ANZSCO code nominated 

Choosing a code that does not match your experience will delay your assessment because ANMAC will require more information from you. Your nominated code must be supported by your professional references and directly reflect your most recent work experience.

Vague or generic professional references 

A letter simply confirming employment dates is not sufficient. References must include specific examples of your daily clinical work that demonstrate you have the skills to match your nominated ANZSCO code.

Overseas registration documents submitted by the applicant 

Registration verification documents must be sent directly to ANMAC by the relevant overseas regulatory authority, not attached to your application by you or your agent. ANMAC will not accept these documents from free web-based email accounts such as Gmail or Yahoo.

Document quality not meeting scanning standards 

Documents not meeting the minimum 600 DPI colour scan requirement will be rejected and need re-uploading, which delays the start of your assessment.

No. ANMAC does not register you to work as a nurse in Australia. It only assesses skills for migration. Nursing registration is done separately by the Nursing and Midwifery Board of Australia through Ahpra.

Yes. You can apply for Full Skills Assessment without Ahpra registration if you meet eligibility requirements, including English test standards and accepted qualification/country criteria.

Your degree title does not need to be “Bachelor of Nursing.” ANMAC assesses course content, outcomes, and registration eligibility, not just the name of the qualification.

Yes. You can submit up to two applications at the same time if they are for different ANZSCO codes. Each application will be assessed independently.

If unsuccessful, ANMAC provides reasons. If you disagree with the decision, you can request an internal review within 30 days, which costs AUD $300 and must be requested within 30 days of receiving the Outcome Letter.

The initial assessment queue time is 6–8 weeks for all the pathways. Total processing time depends on the document completeness. Incomplete applications or document re-uploads will extend this process for a further, longer period.
